Summary

Background

We investigated a consecutive series of children with chronic enterocolitis and regressive developmental disorder.

Methods

12 children (mean age 6 years [range 3–10], 11 boys) were referred to a paediatric gastroenterology unit with a history of normal development followed by loss of acquired skills, including language, together with diarrhoea and abdominal pain. Children underwent gastroenterological, neurological, and developmental assessment and review of developmental records. Ileocolonoscopy and biopsy sampling, magnetic-resonance imaging (MRI), electroencephalography (EEG), and lumbar puncture were done under sedation. Barium follow-through radiography was done where possible. Biochemical, haematological, and immunological profiles were examined.

Findings

Onset of behavioural symptoms was associated, by the parents, with measles, mumps, and rubella vaccination in eight of the 12 children, with measles infection in one child, and otitis media in another. All 12 children had intestinal abnormalities, ranging from lymphoid nodular hyperplasia to aphthoid ulceration. Histology showed patchy chronic inflammation in the colon in 11 children and reactive ileal lymphoid hyperplasia in seven, but no granulomas. Behavioural disorders included autism (nine), disintegrative psychosis (one), and possible postviral or vaccinal encephalitis (two). There were no focal neurological abnormalities and MRI and EEG tests were normal. Abnormal laboratory results were significantly raised urinary methylmalonic acid compared with agematched controls (p=0·003), low haemoglobin in four children, and a low serum IgA in four children.

Interpretation

We identified associated gastrointestinal disease and developmental regression in a group of previously normal children, which was generally associated in time with possible environmental triggers.

Introduction

We saw several children who, after a period of apparent normality, lost acquired skills, including communication. They all had gastrointestinal symptoms, including abdominal pain, diarrhoea, and bloating and, in some cases, food intolerance. We describe the clinical findings, and gastrointestinal features of these children.

Patients and methods

12 children, consecutively referred to the department of paediatric gastroenterology with a history of a pervasive developmental disorder with loss of acquired skills and intestinal symptoms (diarrhoea, abdominal pain, bloating and food intolerance), were investigated. All children were admitted to the ward for 1 week, accompanied by their parents.

Clinical investigations

We took histories, including details of immunisations and exposure to infectious diseases, and assessed the children. In 11 cases the history was obtained by the senior clinician (JW-S). Neurological and psychiatric assessments were done by consultant staff (PH, MB) with HMS-4 criteria.¹ Developmental histories included a review of prospective developmental records from parents, health visitors, and general practitioners. Four children did not undergo psychiatric assessment in hospital; all had been assessed professionally elsewhere, so these assessments were used as the basis for their behavioural diagnosis.After bowel preparation, ileocolonoscopy was performed by SHM or MAT under sedation with midazolam and pethidine. Paired frozen and formalin-fixed mucosal biopsy samples were taken from the terminal ileum; ascending, transverse, descending, and sigmoid colons, and from the rectum. The procedure was recorded by video or still images, and were compared with images of the previous seven consecutive paediatric colonoscopies (four normal colonoscopies and three on children with ulcerative colitis), in which the physician reported normal appearances in the terminal ileum. Barium follow-through radiography was possible in some cases.Also under sedation, cerebral magnetic-resonance imaging (MRI), electroencephalography (EEG) including visual, brain stem auditory, and sensory evoked potentials (where compliance made these possible), and lumbar puncture were done.

Laboratory investigations

Thyroid function, serum long-chain fatty acids, and cerebrospinal-fluid lactate were measured to exclude known causes of childhood neurodegenerative disease. Urinary methylmalonic acid was measured in random urine samples from eight of the 12 children and 14 age-matched and sex-matched normal controls, by a modification of a technique described previously.² Chromatograms were scanned digitally on computer, to analyse the methylmalonic-acid zones from cases and controls. Urinary methylmalonic-acid concentrations in patients and controls were compared by a two-sample t test. Urinary creatinine was estimated by routine spectrophotometric assay.Children were screened for antiendomyseal antibodies and boys were screened for fragile-X if this had not been done before. Stool samples were cultured for Campylobacter spp, Salmonella spp, and Shigella spp and assessed by microscopy for ova and parasites. Sera were screened for antibodies to Yersinia enterocolitica.

Histology

Formalin-fixed biopsy samples of ileum and colon were assessed and reported by a pathologist (SED). Five ileocolonic biopsy series from age-matched and site-matched controls whose reports showed histologically normal mucosa were obtained for comparison. All tissues were assessed by three other clinical and experimental pathologists (APD, AA, AJW).

Ethical approval and consent

Investigations were approved by the Ethical Practices Committee of the Royal Free Hospital NHS Trust, and parents gave informed consent.

Results

Clinical details of the children are shown in Table 1, Table 2. None had neurological abnormalities on clinical examination; MRI scans, EEGs, and cerebrospinal-fluid profiles were normal; and fragile × was negative. Prospective developmental records showed satisfactory achievement of early milestones in all children. The only girl (child number eight) was noted to be a slow developer compared with her older sister. She was subsequently found to have coarctation of the aorta. After surgical repair of the aorta at the age of 14 months, she progressed rapidly, and learnt to talk. Speech was lost later. Child four was kept under review for the first year of life because of wide bridging of the nose. He was discharged from follow-up as developmentally normal at age 1 year.Table 1Clinical details and laboratory, endoscopic, and histological findings

In eight children, the onset of behavioural problems had been linked, either by the parents or by the child’s physician, with measles, mumps, and rubella vaccination. Five had had an early adverse reaction to immunisation (rash, fever, delirium; and, in three cases, convulsions). In these eight children the average interval from exposure to first behavioural symptoms was 6·3 days (range 1–14). Parents were less clear about the timing of onset of abdominal symptoms because children were not toilet trained at the time or because behavioural features made children unable to communicate symptoms.One child (child four) had received monovalent measles vaccine at 15 months, after which his development slowed (confirmed by professional assessors). No association was made with the vaccine at this time. He received a dose of measles, mumps, and rubella vaccine at age 4·5 years, the day after which his mother described a striking deterioration in his behaviour that she did link with the immunisation. Child nine received measles, mumps, and rubella vaccine at 16 months. At 18 months he developed recurrent antibioticresistant otitis media and the first behavioural symptoms, including disinterest in his sibling and lack of play.table 2 summarises the neuropsychiatric diagnoses; the apparent precipitating events; onset of behavioural features; and age of onset of both behaviour and bowel symptoms.

Laboratory tests

All children were antiendomyseal-antibody negative and common enteric pathogens were not identified by culture, microscopy, or serology. Urinary methylmalonic-acid excretion was significantly raised in all eight children who were tested, compared with age-matched controls (p=0·003; figure 1). Abnormal laboratory tests are shown in table 1.

Endoscopic findings

The caecum was seen in all cases, and the ileum in all but two cases. Endoscopic findings are shown in table 1. Macroscopic colonic appearances were reported as normal in four children. The remaining eight had colonic and rectal mucosal abnormalities including granularity, loss of vascular pattern, patchy erythema, lymphoid nodular hyperplasia, and in two cases, aphthoid ulceration. Four cases showed the “red halo” sign around swollen caecal lymphoid follicles, an early endoscopic feature of Crohn’s disease.³ The most striking and consistent feature was lymphoid nodular hyperplasia of the terminal ileum which was seen in nine children (figure 2), and identified by barium follow-through in one other child in whom the ileum was not reached at endoscopy. The normal endoscopic appearance of the terminal ileum (figure 2) was seen in the seven children whose images were available for comparison.

Histological findings

Histological findings are summarised in table 1.

Terminal ileum

A reactive lymphoid follicular hyperplasia was present in the ileal biopsies of seven children. In each case, more than three expanded and confluent lymphoid follicles with reactive germinal centres were identified within the tissue section (figure 3). There was no neutrophil infiltrate and granulomas were not present. Colon

The lamina propria was infiltrated by mononuclear cells (mainly lymphocytes and macrophages) in the colonic-biopsy samples. The extent ranged in severity from scattered focal collections of cells beneath the surface epithelium (five cases) to diffuse infiltration of the mucosa (six cases). There was no increase in intraepithelial lymphocytes, except in one case, in which numerous lymphocytes had infiltrated the surface epithelium in the proximal colonic biopsies. Lymphoid follicles in the vicinity of mononuclear-cell infiltrates showed enlarged germinal centres with reactive changes that included an excess of tingible body macrophages.There was no clear correlation between the endoscopic appearances and the histological findings; chronic inflammatory changes were apparent histologically in endoscopically normal areas of the colon. In five cases there was focal acute inflammation with infiltration of the lamina propria by neutrophils; in three of these, neutrophils infiltrated the caecal (figure 3) and rectal-crypt epithelium. There were no crypt abscesses. Occasional bifid crypts were noted but overall crypt architecture was normal. There was no goblet-cell depletion but occasional collections of eosinophils were seen in the mucosa. There were no granulomata. Parasites and organisms were not seen. None of the changes described above were seen in any of the normal biopsy specimens.

Discussion

We describe a pattern of colitis and ileal-lymphoidnodular hyperplasia in children with developmental disorders. Intestinal and behavioural pathologies may have occurred together by chance, reflecting a selection bias in a self-referred group; however, the uniformity of the intestinal pathological changes and the fact that previous studies have found intestinal dysfunction in children with autistic-spectrum disorders, suggests that the connection is real and reflects a unique disease process.Asperger first recorded the link between coeliac disease and behavioural psychoses.⁴ Walker-Smith and colleagues⁵ detected low concentrations of alpha-1 antitrypsin in children with typical autism, and D’Eufemia and colleagues⁶ identified abnormal intestinal permeability, a feature of small intestinal enteropathy, in 43% of a group of autistic children with no gastrointestinal symptoms, but not in matched controls. These studies, together with our own, including evidence of anaemia and IgA deficiency in some children, would support the hypothesis that the consequences of an inflamed or dysfunctional intestine may play a part in behavioural changes in some children.The “opioid excess” theory of autism, put forward first by Panksepp and colleagues⁷ and later by Reichelt and colleagues⁸ and Shattock and colleagues⁹ proposes that autistic disorders result from the incomplete breakdown and excessive absorption of gut-derived peptides from foods, including barley, rye, oats, and caesin from milk and dairy produce. These peptides may exert central-opioid effects, directly or through the formation of ligands with peptidase enzymes required for breakdown of endogenous central-nervous-system opioids,⁹ leading to disruption of normal neuroregulation and brain development by endogenous encephalins and endorphins.One aspect of impaired intestinal function that could permit increased permeability to exogenous peptides is deficiency of the phenyl-sulphur-transferase systems, as described by Waring.¹⁰ The normally sulphated glycoprotein matrix of the gut wall acts to regulate cell and molecular trafficking.¹¹ Disruption of this matrix and increased intestinal permeability, both features of inflammatory bowel disease,¹⁷ may cause both intestinal and neuropsychiatric dysfunction. Impaired enterohepatic sulphation and consequent detoxification of compounds such as the phenolic amines (dopamine, tyramine, and serotonin)¹² may also contribute. Both the presence of intestinal inflammation and absence of detectable neurological abnormality in our children are consistent with an exogenous influence upon cerebral function. Lucarelli’s observation that after removal of a provocative enteric antigen children achieved symptomatic behavioural improvement, suggests a reversible element in this condition.¹³Despite consistent gastrointestinal findings, behavioural changes in these children were more heterogeneous. In some cases the onset and course of behavioural regression was precipitous, with children losing all communication skills over a few weeks to months. This regression is consistent with a disintegrative psychosis (Heller’s disease), which typically occurs when normally developing children show striking behaviour changes and developmental regression, commonly in association with some loss of coordination and bowel or bladder function.¹⁴ Disintegrative psychosis is typically described as occurring in children after at least 2–3 years of apparently normal development.Disintegrative psychosis is recognised as a sequel to measles encephalitis, although in most cases no cause is ever identified.¹⁴ Viral encephalitis can give rise to autistic disorders, particularly when it occurs early in life.¹⁵ Rubella virus is associated with autism and the combined measles, mumps, and rubella vaccine (rather than monovalent measles vaccine) has also been implicated. Fudenberg¹⁶ noted that for 15 of 20 autistic children, the first symptoms developed within a week of vaccination. Gupta¹⁷ commented on the striking association between measles, mumps, and rubella vaccination and the onset of behavioural symptoms in all the children that he had investigated for regressive autism. Measles virus¹⁸^,¹⁹ and measles vaccination²⁰ have both been implicated as risk factors for Crohn’s disease and persistent measles vaccine-strain virus infection has been found in children with autoimmune hepatitis.²¹We did not prove an association between measles, mumps, and rubella vaccine and the syndrome described. Virological studies are underway that may help to resolve this issue.If there is a causal link between measles, mumps, and rubella vaccine and this syndrome, a rising incidence might be anticipated after the introduction of this vaccine in the UK in 1988. Published evidence is inadequate to show whether there is a change in incidence²² or a link with measles, mumps, and rubella vaccine.²³ A genetic predisposition to autistic-spectrum disorders is suggested by over-representation in boys and a greater concordance rate in monozygotic than in dizygotic twins.¹⁵ In the context of susceptibility to infection, a genetic association with autism, linked to a null allele of the complement (C) 4B gene located in the class III region of the major-histocompatibility complex, has been recorded by Warren and colleagues.²⁴C4B-gene products are crucial for the activation of the complement pathway and protection against infection: individuals inheriting one or two C4B null alleles may not handle certain viruses appropriately, possibly including attenuated strains.Urinary methylmalonic-acid concentrations were raised in most of the children, a finding indicative of a functional vitamin B12 deficiency. Although vitamin B12 concentrations were normal, serum B12 is not a good measure of functional B12 status.²⁵ Urinary methylmalonic-acid excretion is increased in disorders such as Crohn’s disease, in which cobalamin excreted in bile is not reabsorbed. A similar problem may have occurred in the children in our study. Vitamin B12 is essential for myelinogenesis in the developing central nervous system, a process that is not complete until around the age of 10 years. B12 deficiency may, therefore, be a contributory factor in the developmental regression.²⁶We have identified a chronic enterocolitis in children that may be related to neuropsychiatric dysfunction. In most cases, onset of symptoms was after measles, mumps, and rubella immunisation. Freedom Isn’t Free, and Silence is Consent!
Call it “an extra-judicial corrections system”, or call it “stalking for everyone.”
But make no mistake about it: The fact that viglante stalking and electronic harassment has become common, and is NOT prosecuted by the justice system of any country, means that constitutional rule of law is DEAD. When citizens can be targeted for years and DECADES without law enforcement acting to stop the crimes, you have no rule of law, you have the rule of the jungle.
What you are going to read on this site may not seem real to the unaware public. There are three statistics, two from official professional sources, which support what we are asserting here:
** A survey like the one on this site was posted on a high volume news site in 2002. 12,000 people visited that survey in 24 hours. About 120 sent in responses saying they had most or all of the symptoms of vigilante stalking with electronic harassment. That is 1 person in a hundred, primarily in North America.
** Statistics from the book Mobbing: Emotional Abuse in the American Workplace show that in Sweden, about 3.5% of the working population is subject to mobbing, which is gang stalking in the workplace. 3.5% of working people is roughly 1 person in a hundred total, and is in line with the vigilante stalking survey above.
** Statistics from the U.S. Centers for Disease Control concerning harassment and stalking cases give an overall figure for the U.S. of 4.5 people per 100 as having been harassed or stalked at one time. Our informal survey’s result of about one person per 100 being targeted by organized stalking fits well within that 4.5 per 100 figure. (Source, ABC News)
** Statistics from the British (government) Home Office state that 1,900,000 people in the United Kingdom were victims of stalking or harassment at any one time as of the year 2001. That is about 3 people per hundred. Here again, the vigilante stalking survey’s 1 person in a hundred is not out of line. Most interesting is that roughly 45% of the stalking victims are MEN! That suggests a very different picture from the conventional view of stalking victims being mostly women, and may well point toward the type of stalking described here, on this web site. So when we discuss citizen vigilante gangstalking with electronic harassment here, please keep in mind that this is a real issue, not some empty ranting. One question which deserves to be asked of government and the media repeatedly is: Why is vigilante stalking being hushed up?
Vigilante stalking is not new. Here is an Ohio, USA, family in which THREE GENERATIONS have been targeted.
Some of us know why we were “turned in” for this harassment, but we don’t really know why such a large, expensive network of citizen harassers came about. We do know that as dictatorships are in the forming stage, local neighbourhood surveillance and harassment groups are set up. Once the dictatorship takes over, these local surveillance and harassment groups ensure that the dictator stays in power. This political motive seems to be the only likely answer to the question of why so many resources are expended to keep these harassment groups in operation and expanding.
Daily, unexplainable harassment. Break-ins at home, work, and car. Thefts and sabotage just below a cost where police will act. Vicious, well organized rumour campaigns. Destruction of reputation, career, and relationships. Unusual medical symptoms for which doctors find no cause. Well organized, very cleverly engineered 24/7 harassment by vigilante-style stalking gangs, activities of which are ignored and denied by all levels of government. These vigilante gangs are NETWORKED and moving to a different city does NOT stop the harassment.
Electronically induced sleep deprivation and PAIN.
This web site is about one type of the ongoing (and vigorously denied) government ignored or backed crimes. This crime can be called “gang stalking” or “vigilante gang stalking” and is sometimes accompanied by invasive, through-the-wall, zero trace evidence “electronic harassment.”
These crimes probably grew out of historical operations such as MKULTRA, and COINTELPRO. The code names were dropped, but there is no evidence the activity ever stopped. The crime documented here is a literal covert war on citizens. This covert war operates like a cross between citizen vigilante style “criminal rehabilitation groups” and “contract revenge services” for the rich and powerful.
Our targeted people have had great difficulty finding out who is behind this seeming “parallel justice system.” A justice system in which the innocent are “prosecuted” and punished without the right to face their accusers or put up any kind of defence.

On very rare occasions, one of our members will find a revealing piece of information. One such revelation comes from a member who has a seniour police officer as a personal friend. This police officer (on condition of anonymity) revealed that many police departments tacitly encourage the activity of these citizen vigilante groups because they “keep criminals in line.”
The anonymous police officer said police recognize that innocent people will sometimes be targeted too, but some police departments consider that an acceptable price to pay for crime control. One police officer admitted to a target that she had been targeted due to illnesses suggesting she was a methamphetamine addict. In fact, she was not, but had unknowingly moved into a house which had been used as a meth manufacturing lab.

Important: NOT all police officers participate in this harassment. In fact, it has been reported that some police officers are themselves targets. We in the vigilante gang stalking/ electronic harassment target community do NOT intend to disparage the majority of honest police officers!

We are interested in opening a dialogue about vigilante stalking and electronic harassment with you professionals, who are most likely to be called upon to deal with our members in crisis situations. Retirees who retired in good standing are welcome.
Having a professional organization assure us you are credentialled, but not give us your name, would be ideal. That way we do not know your name which is about as anonymous as it is possible to get.
We will provide you with an initial set of questions we would like to ask before you commit to coming on the program. If requested, we can apply voice changing to the interview before posting.

Citizens who “know something” about organized stalking
wanted for Anonymous Interviews
Ordinary citizens who “know something” about organized stalking FROM THE INSIDE are invited to appear on Road to Freedom to share what they know anonymously. Citizen gang stalkers themselves are also welcome and we will assure anonymity. People in many trades are both recruited as citizen gang stalkers, and others may have inside information about these operations.
If citizens voluteering to be interviewed are sure they have enough information to talk for more than half an hour, we can turn over an entire show to that volunteer. We can also invite citizens who “know something” to come on for only a portion of a show on another topic. That is up to the volunteer.
Because these citizen interviews will be very different, we won’t be able to supply a list of questions in advance of the show. In effect, the citizen being interviewed will decide what gets talked about. Our purpose is not to confront the guests, rather, it is to begin a dialogue which will both inform the listener and may lead eventually to the perpetrators realizing they have been sold a pack of lies to get them to commit crimes.

What is unique today is that you do NOT need to be “somebody special” to be targeted. (Also unique is that unlike crime gangs, the citizen gang members often have no criminal records. This makes it difficult to prove their participation, as they appear to be “pillars of the community.”)
Police often deny that stalking by more than one stalker happens, and the medical establishment usually backs up this misconception. It is interesting that womens’ assault centers understand that multiple stalking happens, but police and doctors don’t.
The purpose of this covert war on citizens appears to be one phase of a quiet push towards a new fascist world government. Today’s tactics appear to be, in contrast with other dictators, to make every move towards elimination of freedom appear to be normal, everything-is-OK, beneficial and routine government business. Sooner or later, this veneer of normal business will break, but by then, it may be too late to stop.

Why do “they” let us post sites like this one?
My (Eleanor White’s) best answer is that by letting web sites like this one stay posted, and by letting Patriot radio shows broadcast information about this crime, the public is likely to think “there’s nothing to it” just because sites like this one are allowed to stay posted. In other words, NOT taking us out is a deliberate psychological tactic, not an accident or oversight.
Once the full extent of corruption in post World War II governments is understood, the covert harassment of citizens can be seen as just one more in an endless litany of well planned and VERY well covered up crimes.
** “Perp or Starve!” **
Observations, and even a few face to face conversations with the perps, some members of the vigilante/harassment gangs, reveals a pitiful picture where some of them started out being harassed themselves, and particularly had every job opportunity trashed. This left the target with seemingly no choice but to join the perps to receive minimal sustenance. This method of recruitment is being enhanced by shipping many jobs overseas, and is a particularly grievous crime in itself.

(Perhaps most surprising of all is that unofficial “criminal rehabilitation” vigilante groups are participating in this electronically- assisted harassment of people who are NOT criminals. Increasing numbers of citizens are reporting what could be called “social control” or “vigilante gang stalking”, (also known as “prison without bars”.) This is 24/7 surveillance and harassment. It continues until the death of the target in virtually all cases. It canNOT be stopped by moving, as the citizen vigilante gangs are totally networked and coordinated.
The book, Terrorist Stalking in America, by David Lawson, describes these vigilante stalking gangs very accurately.
A survey of 12,000 North Americans in April 2002 suggested that a possible one percent (3 million) people have been brought under this silent, covert program of oppression and ruination of life. Our experience is that it can take time, in some cases years, before the targets of this program realize it is more than just “bad luck”, because the harassment is designed so as to appear to be “life’s normal breaks”, and not attract attention from police.
At one person in a hundred, everyone knows someone who is targeted, even if that targeted person is as yet unaware.
Today’s vigilante gang stalking is the current-day version of what used to be FBI-style COINTELPRO crimes.
Current day social control harassment programs are made possible by the ability to recruit people who are willing to inflict pain on others, well documented by looking up the famous Milgram experiments. Recruits are told vicious LIES about the target, giving the recruit the false impression that they are doing “good work” for their community.
For those who are unable to belive that large scale human rights atrocities can occur in “democratic countries” yet not appear in the media, consider the outrageous, current-day epidemic of pedophilia. Cover is provided by pedophiles occupying positions high up on the authority scale, who lead double lives, and make sure the issue stays out of public view.
The public is familiar with the harassment of government and corporate whistleblowers, but what is unique about today is that people who are not important in any way are receiving the same treatment, often for relatively minor reasons, and often for unknown reasons as well. Can this be a case where the covert harassment “army” is being recruited and trained and kept proficient by harassing people who have no criminal record?
The main techniques used by these “social controllers,” who oversee the vigilante gang stalking and electronic harassment, are reportedly:
Hypnosis, transmitted silently, by electronic means, targeting both the victim and people associated with the victim; a slight “ringing in the ears” is one indication this is happening
Official “investigations” which don’t ever seem to end, and with no defined purpose, and where the harassment target is unaware of the investigation
Rumours of illegal and immoral behavior spread about the harassment target among neighbours, co-workers, and even some family members
“Street theater” and neighbor “skits” designed (very cleverly) to keep the harassment target uncomfortable and isolated for years; often, whenever target moves, new neighbors are moved in soon after (performed by grossly misinformed local vigilantes)
Sabotage of personal possessions and work at the target’s home, place of employment, and locked automobile
An anonymous letter from someone claiming to be a PERPETRATOR in this covert program stated that he was recruited by being told he was participating in “criminal rehabilitation”, in spite of the fact that overwhelmingly, victims of this program do not have criminal records. (And those who have, have paid their debt and are no longer active as criminals.)
Cover is being provided by official denial and ridicule, and psychiatrists assist, often claiming they are unaware of even the well-known MKULTRA atrocities. Once designated as a target, CONTROL is exercised over these facets of the harassment target’s life:
who your friends are, and in many cases whether you will have any friends at all
how your relations with family will go
how your relationships with business associates go
what sort of jobs you will be allowed to hold, regardless of your qualifications, and for how long, and what the quality of your work will be
how your health will fare, and in many cases if you will even be allowed good health
whether or not you will be able to enjoy any of life’s pleasures
whether or not you will have any privacy at all
how well you will be treated in stores and other places of public service
how well your possessions will work and how long they will work without breakdowns
how much sleep you will be allowed
how long you, your children, and your pets will have between occurrences of bodily pain, fatigue, sleep deprivation

Five Available Harassment Technologies:

There are five older technologies capable of extreme destruction of the ability to earn a living, and the quality of life of a target, listed below. None of these technologies require implants, and all can be transmitted silently, through walls, and leave no trace evidence.
Since few targets will aquire the correct detection equipment, destruction of a target’s life even using these older technologies is a perfect crime under today’s justice system. Today’s justice system denies that any effective through wall harassment technologies exist, probably because they tacitly approve of the activities of the “anti crime” vigilante groups who sometimes use this equipment.
Here is the list:
A simple microwave oven, door removed, with the door interlock switch bypassed, and held against the bedroom wall of a target in an apartment building or semi-detached house. This device can cause a variety of disabling medical symptoms.

An old medical device, the Russian LIDA machine, a pulsed 40 watt, 40 MHz radio transmitter which can be used to make a target exhausted on the job when pulsing at the rate consistent with sleep, and with a pulse rate increase, DEPRIVE a target of sleep too! The CLASSIFIED equipment, coming into wider use in the 1980s, can penetrate all shielding and is virtually unstoppable. Our group as yet does not have solid information as to how these classified devices work.
It is important for people who discover they are targets to realize that hearing acoustic effects does *NOT* mean that the older technologies like sound and microwave are what actually carried the acoustic effects into their homes and perceived hearing. Meet the Gang Stalking/Electronic Harassment Targets
TO OUR HARASSERS
People, one of our members who is an accomplished remote
viewer has discovered that some of our local harassment,
particularly the non-electronic “gang stalking” portion,
is being carried out by community groups who believe they
are doing good work for the community by “rehabilitating
people” who have criminal records, may be thieves, drug
addicts, pedophiles, or other habitual criminal activity.
You should know that if you are one who is participating
in such activity for reasons of “criminal rehabilitation”,
you have been LIED to by the higher echelons of a group that
also uses extremely debilitating electronic mind/body weapons
on us around the clock.
These upper echelons are using you to commit very serious
crimes against people who are innocent of any crime. You
should give this some careful thought, particularly if you

Terri’s fight continues for others
Theresa “Terri” Schindler tortured to death March 31, 2005, by judicial crime, by denial of water for 14 days, while “police” (Nazi thugs) arrested 47 heroes who tried to get Terri WATER in her hospice prison. This was a federal and state felony because Terri was NEVER in a coma, never vegetative, never had a terminal condition, and many doctors filed affidavits stating she was an eminently good candidate for rehabilitation, at age 41. The police enforcing this order KNEW that, and also knew they were enforcing an illegal order. (Other police officers repeatedly advised them of that.)
Politicians such as Florida governor Jeb Bush postured mightily, bemoaning Terri’s torture but, while having the authority and DUTY to stop the crime, never did more than tinker with legislation as Terri lay cracking and bleeding from lack of water.
Even dying cancer patients get ice chips in their mouth to ease their suffering during dehydration, while Terri was denied ALL liquid. The criminals who tortured Terri to death only allowed her last rites Holy Communion ONE DROP OF WINE to make sure Terri dehydrated faster! God PUNISH the criminals in government who ordered Terri’s torture!

A footnote for my fellow Christians…
Our group has asked almost every Christian church and activism group for help in publicizing and exposing the continuing in-home and in-community torture of the one in a hundred targets of vigilante gang stalking and electronic harassment. Our group has been consistently ignored, and in some instances severely rebuffed by both clergy and laity, and in one case, we were threatened with legal action for a simple appeal for PRAYER.
MKULTRA-era history, COINTELPRO history (current-day electronic harassment’s progenitors) and unclassified and commerical devices which can carry out this torture are firmly established facts. We are not asking for anything close to a “leap of faith”, as we have ample factual material to convince most people of average open-mindedness who will take the time to learn the facts.
In fact … the United States Government, the Russian Government, and the European Parliament … are finally, after decades, timidly beginning to address this issue in their legal structure. These initiatives do show you that this is not a hoax or a wild goose issue, and you can pray with confidence.
It is my prayer that there are a few true Christians out there who will at least PRAY for, if not publicly support, this cause, which can only be dear to the Heart of God.
(Pleasing God also would be prayers that Satan’s grip on the perpetrators might be shaken loose, permanently. While you are at it, you might add some prayers for the hundreds of thousands of child sex slaves around the world, some kidnapped from North American homes. Our MKULTRA survivor colleagues lived through that too.)

Part One: Privacy at the Yale Club

The subject on the email was “Media Privacy Gang-Rape”. But he seemed sane enough. For instance, he remained good-natured when I told him he was paranoid, especially in this paragraph:

“I am absolutely convinced” he wrote to me, “that televisions are already capable of acting as cameras which enable the media industry and their clients to observe and listen to everyone and everything within line of sight of the screen.”

What sounds more crazy than saying “I think my TV set is watching me?” He might as well have signed his message “Napolean238@…”. But few people understand this subject, and I’m glad the man found our website. I know how hard it is to choose the right words and anticipate what is possible, without losing all credibility.

For three years now, I have been studying the privacy issues surrounding digital interactive television, and I was able to reassure my correspondent that I hadn’t heard anything about cameras when I snuck into the Addressable Media Coalition Luncheon at the Yale Club in New York. If those people don’t know about surveillance gadgets in television sets, nobody does.

The Addressable Media Coalition (AMC) is a division of the Association for Interactive Marketing (AIM), which has recently been made a part of the Direct Marketing Association (DMA), a lobbying group for junk mailers, cold callers and market researchers. The AMC was established to realize the dream of addressable advertising – a new way to profile and target people based on their viewing behavior, or as it is now known, their “telegraphics”. Prominent among the Coalition’s 34 members are Nielsen Media Research, the advertising giant Young and Rubicam, WebTV, which is owned by Microsoft, and NDS, which is owned by Rupert Murdoch’s News International.

The group I work for was not invited to join. I serve as British Director of White Dot, a small, but nevertheless international, campaign against television.

I was so disorganized that day, that when I got to the Yale Club, I didn’t have business cards for my fictitious company. My suit looked nice.

“You don’t have a business card?”

“Uh, no. “

But the young man on the door couldn’t make too much fuss. I had missed the food, and walked straight into the AMC’s Privacy Subcommittee meeting. The oak paneled room of 20 people sat quietly around their plates of cookies and china cups of surprisingly bad coffee, listening to a speakerphone, out of which the CEO of BeyondZ Interactive passed on what she knew of the lobbying situation in Washington.

She emphasized how important it was to negotiate something at the federal level, before individual states could pass their own privacy bills. Discussion turned to their narrow escape in California. That bill had gone so far as to require viewers’ permission before monitoring could begin, and was only killed after intensive lobbying by Microsoft and AOL. Everyone agreed they were lucky. State Senator Debra Bowen had been too far ahead of the curve.

“May I ask who you are?”

I looked up, at Art Cohen, Senior Vice President of Advertising and Commerce for ACTV, and Chairman of the Coalition. I recognized him from the SpotOn promotional video he gives to advertisers.

Zoom right in – to a little street of identical houses. Are the happy people inside them identical as well? Oh no! They all have different skins, different numbers of children, make different money and want different things. Every time the old white couple with the poodle click on their remote control, it is recorded in a database on their set-top box. The same is true for the young black family with the Labrador. SpotOn software gathers this data, analyses it, and sends each of them targeted advertising or programs aimed at their unique behavior. The secret: artificial intelligence algorithms!

“See that box?” SpotOn’s head of sales in Denver asked me at a trade show, “That box can hold 64,000 bits of information about you!” And that was just the General Instruments 2000 box, not even the GI
5000 everyone was talking about.

“I’m a programmer” I said, “I’m just beginning to work with interactive TV.”

Why did I give my real name? That was so stupid. I had asked Mr. Cohen for an interview months ago, and he had turned me down.

“I’ve got to be careful about what I say,” he told me on the phone, “because what I say could end up in a book, and I’ll be sorry about it.”

He looked at my registration form, then looked at me.

“You’re not the press are you?”

“No” I said.

(a long pause.) “Okay.”

I shook his hand. It was fleshy and strong, like his face. The fashionable, narrow lens glasses made a nice contrast. He looked good.

Art Cohen is very concerned about people listening in on what he says. With the Addressable Media Coalition, he is determined to offer a place where industry leaders can speak in confidence, agreeing how to proceed before saying anything in public.

“You don’t want to talk to the press about any of this,” he told us over and over. “If some bad PR got out, whether it’s true or not, it might take us a year to make it up.”

Everyone nodded. They all agreed they couldn’t afford to make the same mistakes they had on the internet – rushing into a medium they didn’t control, without a strategy in place, a back-up plan, just in case users found out about all those cookies.

Companies who make interactive television are keen to talk about “the coming digital revolution”, hoping viewers will forget about the one that has already happened. Interactive TV is really a digital counter-revolution, walling in the content that viewers can see, and handing control of their news and leisure time back to broadcasters.

DoubleClick, the internet advertising firm, got into big trouble when they tried to connect internet surfing data with offline records from Abacus, a mail-order catalog company. But television service providers won’t have to improvise this way. Digital set top boxes connect on and offline data as soon as they are installed. That is what the machine was designed to do. A number of companies now hope to connect the commercials you see to the products you buy using a supermarket loyalty card. There is no end to this convenience.

In Europe interactive TV is a big success. But the American industry requires visionary leaders to overcome the skepticism of advertisers and viewers. Art Cohen is running for Steve Jobs. And he might win; he talked tough and interrupted people. He moved around the room behind the CEOs, lost in thought one second, commanding our attention the next. We were all impressed.

I’ve interviewed dozens of executives in this industry, on the phone, in their “homes of the future” and at conferences on interactive TV and one-to-one marketing. These are people you will never meet, but who will soon know a great deal about you.

David Byrne, Senior Manager of Business Development at Microsoft was happy to talk about the warehouse of data that is being collected by WebTV, waiting for some future use. Other salesmen and women were young and excited to be part of the next big thing. They weren’t sure how to handle privacy questions, but their repeated hope was in today’s “media-savvy youth”. Apparently, the younger kids are, the less they worry about privacy.

At one conference, Kirt Gunn of the advertising consultancy Cylo had a whole room laughing when he speculated why this might be: “I don’t know whether it ‘s how many people read 1984 or what piece of the puzzle it is.”

Indeed, Orwell’s book is about to lose much of its rhetorical power. The real experience of interactive television will soon take its place. When consumers discover that their TV sets are recording what they do in their living rooms and bedrooms, they will either stand up and demand protection, or, conversely, they will learn to love it.

“Big Brother,” our children may laugh someday, “Some old guy worried about that in the last century. But see – now they record everything I do, and I can order a pizza without dialing my telephone!”

The data analysts I’ve met were brilliant. I couldn’t think of any use for this technology that was not already being studied or already in development.

Neal Muranyi of the Database Group is the man who first coined the term “telegraphics” to describe the data you and I will produce each evening. He has already seen how the insurance industry could save millions of dollars:

“Such systems would allow, say insurers to differentiate risk-averse conservatives from high-living show-offs, and then tailor both marketing messages and risk scoring systems accordingly.”

Pat Dade of Synergy Consulting told me about his psychographic “value groups”, people he has surveyed and interviewed until he is able to categorize the emotions that make them act. Here he describes how your television data will be used as a digital fingerprint, linking you into one of them:

“Let’s say that the hypothesis is that an inner-directed person, if they watched da-da-da, would react in such and such a way. Now you can test that. You can test that at the end of each time, because you’re starting with the question `Can we change or reinforce behavior based on this information?'”

Control. That’s the slogan used to sell interactive television. But what really excites these people is the way it creates experimental conditions in the home. Your TV set will be able to show you something, monitor how you respond, and show you something else, working on you over time until it sees the desired behavior.

But who nicer to push the buttons? Pat Dade spoke like the gentle, self-help author he could so easily have been, and he had a nice sense of humor. When I found out that he had worked on Echelon, the US military’s worldwide electronic eavesdropping system, he laughed.

“Oh yeah” he said, “We spied on everybody.”

That’s why the AMC Luncheon was such a surprise. These guys were so hard and aggressive, like big business baddies in a cartoon strip.

Poor Jerome Samson, the French data analyst working for Nielsen, was openly ridiculed for talking too long, and a running joke about “career terminating statements” was thrown back and forth between tough young sales reps.

Except for Karen Lennon of BeyondZ, none of the women dared say anything. And when some namby-pamby suggested explaining to viewers about the unique identifier and what we did with their data, Jack Myers of the Myers Report shot him down.

“Listen,” he said, “There really is no such thing as privacy, unless you’ re..[Unabomber] Ted Kaczynski or something. There is no privacy. It’s all public relations. It’s all perception.”

At the top of the pecking order stood Art Cohen. And he made it clear there would be no telling viewers anything:

“Right now you’re being targeted by Nielsen,” he said, dismissively, “This is just better data. Nobody’s getting permission now.”

But then, it’s like he had to go on:

“The difference is” he said, totally contradicting himself, “this box has a unique identifier, so you’re able to poll boxes individually. The Cable Acts and things that were written years ago don’t really deal with that.”

It was then that I began to have the strangest feeling of sympathy for Art Cohen. I began to see how much we have in common. Oh sure, before congressmen he can play casual, and say the profiling he does is no different from the way people know their local grocer.

But in front of these advertisers, like Wes Booth of Grey Advertising, or Tim Hanlon of Starcom Worldwide, who was listening somewhere on that speakerphone, Cohen had to lay out his vision of the coming, irrevocable change to the way human beings live. He had to predict the unthinkable. He had to make people listen, but not in any way that could appear, let’s say, too far ahead of the curve.

“This is going to happen” he was saying again, “Nothing is going to stop it. The technology is so powerful! It’s not just interactivity; it’s targetability and accountability. All the data is digital.”

Would he find the right words? How do you describe a future that already takes up your entire present, that you have studied in the smallest detail, so that you are already living it – without sounding crazy?

“Television is projections!” he was insisting, “Nielsen is projections! This will be based on actual counts! .Instead of an unreal world of projected data, we’re entering a real world of actual data, census data. That differentiates all these things from everything that’s gone before.”

What did he say? That was good. I scribbled it down. Census data! Why didn’t I think of that? I’ve been so hung up on the experimental conditions thing. Cohen is a genius! That’s the perfect way to describe it. This could bring the right-wingers on board!

Anyway, I wish my email correspondent had been there. There’s nothing like being with people who finally understand what you’re talking about.

Part Two: e-Trussed

In the following months, I took part in the AMC’s Privacy Subcommittee Meetings. These were chaired by Karen Lennon, a very nice woman whom I would call a privacy dove. That is, she thinks everything will be fine as long as the consumers are told that their civil liberties are being spit on. But both she and the privacy hawks, who were against raising such issues in public, agreed on one thing: a privacy seal was urgently needed.

The AMC have published a Privacy Guideline document about this matter, explaining that an industry run system of self regulation had to be in place before legislators themselves understood what interactive TV was and how it would affect citizens’ lives. The cornerstone of any such effort is to be a new Privacy Compliance Seal, that the Coalition hopes to announce with fanfare this Autumn. The rest of the Guideline document is written in vague language about respect and trust, although these two sentences do stand out:

Such security measures will vary depending on the configuration of the systems handling the data and the purpose of the data collected. Financial information, medical information, VOD/PVR/viewing information mapped to PII will require greater levels of security than anonymous information regarding clicks, viewing or purchases.

I suppose it is nice of them to fret over the security of viewers’ financial and medical information, but what right do they have to all that data in the first place?

Anyway, these meetings were held mostly by conference call, so I will skip the witty personal observations and get right to the issues. What follows are the matters that were important to members of the AMC Privacy Subcommittee, the group that will be creating this new Privacy Compliance Seal. When consumers see this seal appear on their TV screens, reassuring them that the highest standards are being met, they should know what went on in these meetings where the Seal was created.

Goal: Persuade Legislators to Scrap the Cable Act An anomaly exists between the privacy regulation of cable and satellite. The
1984 Cable Act is far stricter. Both privacy advocates and broadcasters want to “level the playing field”, except in different directions. Members of the Coalition were specifically advised to copy language that Cox cable had written up for their subscription contract. It was considered a good first step towards freeing interactive TV from the Cable Act.

Goal: Keep Legislation Away from the States It came up a number of times that state legislatures might propose their own privacy legislation. Debra Bowen’s proposed opt-in legislation was discussed a number of times. Repeatedly, it was agreed that if legislation was to be changed, it was best done at the federal level, where the various media lobbyists had more influence.

Goal: Create a Privacy Seal Before Government Regulates Or, as Art Cohen said, “bites us in the ass”.

One of the earliest conversations of the Privacy Subcommittee contained a humorous moment. Everyone had been agreeing that speed was of the essence and that the process of creating a Seal could not be allowed to bog down. A lawyer on the call offered to take the initiative and draw up a quick list of privacy principles.

That’s when there was a silence, followed by a bit of laughter.

Of course he couldn’t draw up such a list of privacy principles! We hadn’t sent out our Privacy Audit, asking all our member companies what practices they already had in place! We had to ask them what data they gathered, where it was stored, whom it was shared with, everything!

The Privacy Audit was every question that I, investigating these companies, could ever want to ask. But it was more important for the AMC’s Privacy Subcommittee, because the last thing we all wanted to do was put out rules that might “cut somebody out”.

So there is the first lesson in how you create a Privacy Compliance Seal: Make sure it embodies the lowest common denominator of what everyone is already doing anyway.

Goal: Avoid Permission, Concentrate on Suitable Content The Privacy Guideline document was written by Karen Lennon and a man named Jim Koenig of something called the ePrivacy Group, which turns out to be a wholly owned subsidiary of a company called Postiva. So one would assume he is very strong on things like viewer permission.

But in the meetings, he claimed it was not important. He said that with education, viewers could be made to see that “suitable content” was more important than “permission.”

In other words, if a television collects data and uses that data to provide programming that the viewer likes, and the user doesn’t notice or sees no reason to complain, then there is no problem.

“There is no privacy problem if content gets 100% acceptance,” said Koenig. .”If we can go towards relevance, that is ultimately where we want to go.”

This argument is seductive, and has a lovely libertarian ring to it.

But think again about what he is saying. First of all, there is such a thing as the principle of privacy. And reasonable people can argue about where to draw lines around it. But whatever your definition, privacy is a principle of human rights. It must be defined somewhere and respected.

What principle has Jim Koenig defined that the AMC can then respect? Absolutely none.

When he says the AMC should move away from permission and towards “relevance”, he implies that no principle is at stake that would require a viewer’s agreement. In fact, his advice to his fellow iTV producers is not “give consumers what they want”, but “do to consumers whatever they let us get away with”.

And here is a second way that Koenig’s comment betrays his industry’s disrespect for its customers:

The viewers he is describing, who meekly accept his scrutiny, are not told the truth about what he does in their homes, or what he will do with the data he gathers. Every month new interactive systems are launched, and each arrives with two sets of promotional literature: one set for the viewers and another for the advertisers.

Viewers are told how they will be able to order pizzas through their TV sets, advertisers are told about psychographic marketing and links to huge third party data services. Who would knowingly ‘opt in’ to that? No one. And Jim Koenig knows it.

Yes, iTV producers and privacy advocates share a fondness for overblown rhetoric. But if the people in this industry refuse to be restrained by any principle you could discuss calmly, then we on the outside must continue to imagine that they will follow Koenig’s advice, and do whatever they want until somebody complains.

Goal: Just Get A Birthday and ZIP Code! Now that the Center for Digital Democracy has published its report exposing interactive television, Ben Issacson has been very busy. He is the Executive Director of the Addressable Media Coalition’s parent body, the Association for Interactive Media (AIM) and he has been offering himself to any news organization covering the story, rushing to assure viewers at home that nothing is wrong.

“The industry plans are to collect aggregate information for advertising,” he told WIRED magazine, “but not to collect information without user knowledge and consent.”

Notice his emphasis on the word aggregate, the implication being that even if your data finds its way into a database, it would never be connected to you personally. But that is not what Ben was saying when the Addressable Media Coalition met behind closed doors to discuss data collection issues and their new “Privacy Compliance Seal”. At that meeting, Ben was reassuring his fellow interactive programmers that individuals could always be identified.

“You have one company that wants information,” he told us, “they may ask it directly up front, but they may see a decline in the number of subscribers, because the users feel it’s intrusive. On the other end, let’s say I want the same information, but jeez, I can’t bring myself to ask that, because the decline is percipitous, so I already have their nine digit ZIP code, I’m going to ask them for their birth date, just to confirm it. With a 97 percent accuracy I can then derive that data of who they are, and go buy all that information.”

Ben Issacson is deliberately misleading reporters and the consumers who read about this issue. That is not surprizing; Mr. Issacson is a paid spokesman of the interactive advertising industry. What needs attention though is his use of the word “aggregate”. He and the programmers he represents are purposely trying to create the impression that “aggregate” data must be “anonymous” data, and therefore protects the viewers who surrender it.

Not so. If the data describes a small enough pool of subjects (individuals with a certain birthdate in a certain ZIP code for instance) then it becomes possible to use that data as if it were personally identifiable. In data wharehousing theory, this is called a dataset’s “granularity”. And like the granularity of a photograph, it shows a clearer and clearer picture of a crowd, until it is possible to pick out individual faces. Ben Issacson has assured his fellow members of the AMC that he can pick out those faces with
97% accuracy. Shall we then call his data “personally identifiable”? Of course! And it should be regulated as such.

As for the “knowledge and consent” Mr. Issacson mentioned, the Addressable Media Coalition hopes to standardize what viewers everywhere are asked to sign when they subscribe to interactive television. One wording that members liked was “Yes, I want rich personalization!”. Who would imagine that little phrase actually gives a cable or satellite company the permission to do so much? If you see these words, watch out.

Goal: Tell Us About Yourself! It turns out that the moment you sign up for interactive television is the most important 15 minutes in the history of television. Art Cohen, Chairman of the Addressable Media Coalition, was especially keen on this point. Set top boxes are expensive, he told us. And if cable or satellite companies are going to subsedize these boxes, they will want as much information as possible in return, to hold and use for targeting.

When you stand there looking over your television subscription form, wondering why there are so many questions to fill out, consider what Cohen told the Coalition:

“When you put these boxes out there,” he said, “you also want to know who these people are, in addition to what they have in their billing methods, it’s very important to these cable operators that the minute they install that cable box, they want to give you a questionnaire.”

The checkbox where the user opts-in our opt-out of “rich personalization” is important. But Cohen then described other questions that should be asked, in a standardized way, of every new customer:

“.. whatever demographics they can collect because, think about it, if you don’t get that, you have to go outside to other sources and it’s not as accurate. The whole point being that the cable box is a polling mechanism – the absolute customization, media tool. You have to get as much information as you can on installation and in the follow up.”

Another member of the Addressable Media Coalition, this august body which is soon to launch its own Privacy Compliance Seal, named Bob Williams, was enthusiastic about the way such information could be used, saying “Once you get their credit card number, you can get their whole history. There’s no stopping you!”

Chairman Cohen saw a public relations disaster in the making. “Sure” he joked, “we can have DoubleClick make that announcement. And make sure you have plenty of press there.”

That’s funny. But what is funnier, of course, is that DoubleClick will never have information as complete as the people who provide interactive television. There are no technical obstacles to stop these men and women from collecting the data they want, only the law.

Even in an era of rampant privatization of public assets, it’s not easy to grasp the concept that rights to cross sections of air are routinely sold off to the highest bidder.

Certainly airwaves — or the ability to use them — aren’t the sort of tangible goods, such as old equipment, confiscated property or even rights to mine on state land, that the government has traditionally sold at auction.

But when it comes to raising money for the U. S. Treasury, the numbers speak for themselves. Since 1994, spectrum auctions
— in particular, auctions of airwaves for wireless telecommunications
— have constituted the most profitable asset sale ever conducted by the U. S. government.

In the last eight years, the Federal Communications Commission has raised more than $40 billion from spectrum sales, including bids that have been accepted but not yet paid, to fund the U. S. Treasury.

Despite the auction’s financial success, however, the mechanics of the bidding process have come under fire. Fueling the criticism is a high- profile dispute between the FCC and NextWave Telecom, a bankrupt firm that is contesting the agency’s decision to resell licenses it failed to pay for on time….

The Public Be Damned

** U S A. Commentary — THE PUBLIC BE DAMNED

Several developments on the U. S. broadcasting scene are cause for grave concern. Some weeks ago, a Federal court told the FCC that its cap on cable system ownership was arbitrary and indefensible at the stipulated -I think it was about 35%- figure. Some weeks later another court ruled that the FCC could not forbid a corporation from owning more than one television station in a market unless there were at least eight stations in that market. While the court ruled that the FCC could indeed set limits, these could not be arbitrary or capricious.

The problem now is, on what basis do we find a national standard to limit the number of stations per market, or cable systems nationwide? The FCC has a major problem given it here by the courts. This is not a matter that can be objectively determined; we are not dealing with the boiling point of water. Any number the FCC chooses will be hard to justify using the court`s decision- why 50 percent and not 66 percent? Why two stations in a market rather than three? or four? Why limit ownership to caps with six stations? Why not four?

There is already speculation on how the caps on TV stations per market will affect radio. Radio is a sad example of how deregulation has changed a once vibrant business whose stations were, outside major cities at least, largely owned by individuals, married couples, and small corporations. Now, almost every important radio station in every city of size is owned by one of a handful of megacorporations. The largest is Clear Channel Communications of San Antonio; it owns over
1,200 stations and, despite, the bad economy, a decline in advertising, and diminished revenues, continues to purchase stations. One professional website reports that Clear Channel pulled in over one billion dollars in revenue last year; its nearest competitor pulled in only $400 million.

It is not just a question of a handful of companies controlling the major stations. It goes far beyond this. Many conglomerates have in fact reduced once independent stations into relays of a flagship station in a distant market. “Voice tracking“ is spreading – a star announcer in a distant city records all the local announcements, weather forecasts, public service announcements, and even song intros and outros for all the regional stations owned by the same conglomerate. Computers splice all this together seamlessly so that the local station sounds as if the corporate owner is right there in the listeners` city and involved in the community, when in fact the only presence in that community is the local sales staff.

Then, the other week, the FCC decided on a new requirement to fulfill the instructions of Congress to remove television channels 51 through
69 from television broadcasting. The FCC will expedite matters by requiring all applicants with pending applications for a television station on channels 51 through 69 (some of which are almost 10 years old) to amend their existing applications within a few weeks to (1) pledge that they would operate such stations, if granted, as digital television stations (DTV), or (2) they will find another, vacant analog channel below channel 50, which they must find themselves. If as in many cases, there are several applicants with competitive applications, they must all agree on a new vacant analog channel or all their applications will be dismissed. But there is more; such channel finds must meet the FCC`s stringent requirements of protection against interference to existing stations, authorized and under construction, analog and digital. Class A community stations must also be protected.

One FCC Commissioner, Michael J. Copps, was upset. He argued that the FCC was demanding more than was necessary in requiring that new stations in channels 51-59 be digital, that in fact such assignments were temporary anyway, in light of the law passed by Congress. He said that the FCC was foreclosing on any analog operations before more vacant channels opened in the bands of channels 2 through 50 as present licensees converted fully to DTV and turned their old analog channels back to the FCC. In fact, he said, his preliminary study of the list of affected applicants showed that this new requirement would eliminate a first television station to at least a dozen communities.

Two consulting engineers have told me that this Federal push into DTV is something nobody wants- but the Feds. To which I add PBS, which is eagerly converting to DTV through NTIS PTFP funds and dedicated funds through the Department of Commerce and Congress; and of course, technology junkies. Nobody else seems to want DTV. Nobody.

Truth to tell, for everyone else, DTV has become an expensive burden. No station has shown a profit yet with DTV; station owners have invested millions in building a second, digital station. But the public has shown very little interest in DTV; even in markets where all the stations have DTV operations up and running, DTV set sales remain small. Understandably this is so, given the astronomical prices for sets, from $1,400 to $8,000. Television stations in small markets, ranks 101-210, will have a very hard time paying for DTV conversion because their ad revenues are much smaller than big cities but the price of conversion is basically the same, at least a million dollars a station. The TV industry has released figures showing that stations in the 10 biggest markets pull in a combined $62.6 million in ad revenues, compared to only a combined $11.1 million for markets 61-70, and $6.9 million for markets 101-110. The 35 smallest markets pulled in a mere $3.7 million, all stations combined. The situation is so critical that some small owners have said DTV conversion will drive them to bankruptcy.

The American public is not aware what is being foisted on them by the Federal government. All existing television sets, except for those small numbers of new DTV sets, will become completely useless in a few years, except maybe to watch old VHS tapes of movies, weddings and family events. All sets. And the high cost of new DTV sets will preclude having a second set in the bedroom, or the wife having a small set in the kitchen to watch as she prepares meals, or dad to have in the garage when he does woodwork. Then, the question arises, what will become of these millions of existing, perfectly good but perfectly useless analog sets? Most will wind up in the landfills, a thought that should drive any environmentalist wild, if only they knew about it. But few people anywhere seem to know anything about it. Say DTV and they think about the new channels being offered by cable systems, which few want anyway, as cable systems are sorrowfully learning. For that matter, sales of digital hookups to computers via phone lines or cable systems are flat and one large provider is thinking of getting out of the business. No, the public does not realize that the present system of television is being destructed by a government intent on handing over the vacated television channels to giant wireless technology businesses.

Recall that 22% of the population does not subscribe to cable television or satellite television, that this percentage tracks well the percentage of poor U. S. households; that the percentage of black households not subscribing to cable or satellite TV is higher, and that of Hispanic households even higher. For the poor, African- Americans, and Hispanics, broadcast television is often their sole option.

But all this does not deter the government. The Bush administration is thinking of levying large fines in the form of “spectrum rental fees“ on stations that do not convert to digital quickly and return their analog channels. The Congress has held hearings at which they berated television executives for not converting faster. One Congressman, Billy Tauzin of Louisiana, has said that if owners do not convert, they will be made to do so. But it is clear to everyone that DTV is failing (and not just here, but in England; one news source has quoted a BBC official saying that this year will make or break DTV in England). FCC Chairman Michael Powell has formed a task force to find out why and what can be done about it, which is a more rational approach than that of the White House or Capitol Hill.

One wonders in all this where the interests of the American public are being considered. Instead of locally owned radio stations with roots in the community, we get relays of faraway stations so as to enhance the profit margins of megacolossal corporations and make Wall Street analysts happy. We see the Federal courts, which ought to be the last bulwark of the public`s rights, abetting this development in cable, broadcast television and, soon, radio. We see a Congress that mandated such ownership changes and channel shrinkage under the Clinton administration continue to promote them under the present, and a present White House administration that continues the course full steam ahead. We see a Congress intent on pulling even more TV channels away from stations (recall that the TV band once ran from channels 2-
83) and giving them to lucrative cellular phone and wireless technology interests. And that, in the final analysis, is where the action is, where the money is, where the real reason for this madlong push towards a digital world is going. Forget all the political garbage about the benefits of an interconnected digital world, of untold increase of benefits for everyone when radio, television, cable, and computers are all connected in one big digital world. The real reason is to benefit the cellular and wireless technology businesses. All else is buzz. Hype. Bull. Politics.

The Facebook page ‘Anti-Fascist News’ recently published a review drenched in anti-black, anti-brown, anti-indigenous, anti-Asian sentiment from a purely Eurocentric perspective. Now, thankfully taken down and apologized for by AF News, the erosive piece is filled with clear-as-day racism and colonial-apologetics, tinged with a shade of transparent tokenism. The text being discussed (read invalidated) by author Ross Wolfe is “Settlers: The Mythology of the white Proletariat”. It has been respected by many a far left-leaning majority as one of the most complete, Marxist and historical piece son white settlers and their interactions with indigenous, Brown, and Black peoples they colonized. By posting this article, they support the avoidance, isolation, and thereby erasure of a text that chronicles the struggles, massacres, and revolts people of color have experienced on Amerikan soil. Here, I seek to address the divisive article that splits The Left in two, and in two again — the article written by a Ross Wolfe that consciously spews dishonesty and represents an equally dishonest worldview for the purpose of acquiring a fanbase to bully non-white radicals off social media. Moreso, I seek to turn attention the blind spot against Gramscian cultural analysis and within the Amerika’s current Leftist movements and organizations that may allow for settler-esque and colonial reproductions of power over non-whites within their spaces, beginning with the erasure of non-White history. In doing so, I seek to provide The Left with a draft to a blueprint of a weakness thay will only strengthen and unify the Left further once it is addressed in a consensual manner.

As an aside, why limit the category of “settler” to those from Europe? People from Africa were imported to the western hemisphere to produce surplus-value, which was subsequently transformed into capital. Were they “settlers” too? And what about Mexicans and Indians already here, and Chinese imported later? They also produced wealth used to dominate others.

The blatant class reductionism portrayed here obscures the reality of settlers arriving on the shores of North America out of their own volition. A settler is defined as someone who settles in an area, typically one with few inhabitants. North America bursting with human life and culture was not only settled, but colonized. As a result, settler-colonialism is the nomination we use to describe the tactics of genocide and chattel slavery that came with European settlers.

Who did the genociding? Some academics argue that because both African American slaves and indigenous peoples were contracted by militias to clear the land, via mass murder, to produce surplus labor, that they were complicit in imposing the settler movement on Amerikan soil. Again, blatant victim-blaming is apparent as the situation both victims (indigenous and African) were forced to perform these acts of violence. How accountable in genocide are oppressed populations in their own settler-colonialism if they are threatened with death and starvation for refusing to people of color off? I would hope the answer to this question is not at all; even as a basic biological concept, the desire to remain alive is inescapable.

The review goes on to make light of the job opportunities available to Europeans settlers versus the Chinese, African, and indigenous proletariat upon Amerika’s colonizing. Chinese workers being massacred by Irish union workers, labeled as coolies in typical fascistic manner to justify genocide sent a clear message to people of color, the vast majority who did not own land of their own and were no more than slaves. Surprisingly, there was not a single mention of Irish servants during this foundational point in Amerikan history. Often times, these Irish servants are portrayed as slaves alongside the many Black and Brown workers of the time. To crack open a white society bent on turning Amerika into a homogeneous utopia where whites are the only population considered people with any claim to well-being, they need to consider that they are all complicit in white supremacy, not be coddled into believing they have any claim to as drudging and horrifying a past as any population victim to genocide has been. This is where Ignatiev falls short of realizing his own internalized racism — not a single Black, Brown, or Asian person would dare to compare the plight of a chattel slave with even a servant during Amerika’s colonization.

A Colonial Throwback to Ontological Oppression

The name-dropping of writers Wolfe indulges in is testament to the very weak-minded, racist, and class reductionist propaganda many see as a true, monolithic Marxism. Not a single original thought of his own is presented to the audience, where quote for quote references alleged “inaccurate” representations of slavery without a single citation.

Wolfe goes even further to tokenize Rashid Johnson of the New Afrikan Black Panther Party in order to further his white supremacist outlook on settler-colonialism in an attempt to create an erasure of the obvious inequalities between settlers escaping an early capitalism, and slaves forced against their will to work and die for them. Speaking of ‘affectual’ minds, his clear misrepresentation of Johnson’s fair critique projects an innocent feat of ‘simply being realistic’, as if every person of color could agree with Johnson simply because he is a Black Panther. However, the internal Black colonies of Amerika are not a homogenous people. Just as we do not all look identical, we also do not think identically. Some of us even come from different backgrounds; could you have guessed!? I can, because I am a Black transwoman myself who would disagree with Mr. Rashid’s earlier writings about LGBTW spaces and the pathologization of identity that takes materials through neocolonial resourcing and dulls the masses, all while stealing their money for Big Pharma… EDIT: I understand why he would say that white people are oppressed too, though I would definitely like to have a conversation with him on why it matters when working class, and sometimes even upper classed Black folks are still being killed by white working class because their victims are Black…My point still stands however… Mr. Wolfe’s tokenizing of Mr. Johnson is a shameless example of cherry picking and exemplifies the racism with which he rejects our history. In other words, Mr. Wolfe should stay in his lane when it comes to deciding who is racist, and who isn’t, not to mention defenders of whiteness are racist. It’s a slogan of the alt-right as well as many the white supremacist group. And now that that’s been made clear, let’s talk about unfounded claims that haven’t been redacted.

Alternative Facts and the Racist Creep

Worst of all is Wolfe’s uncited claim that “Sakai himself no longer seems to think the central thesis of Settlers holds with respect to the contemporary US.” Mr. Wolfe, how dare you cite Sakai’s claim that fascism somehow transcends race and religion, and therefore is explicitly class oriented in its design. Have you not read this essay in its entirety? What you claim is the exact opposite of Sakai’s thesis, and is a prime example of not only your academic dishonesty, but exposes your true intentions to downplay the importance of race and anti-racist movements in Amerika:

J. Sakai explicitly states his main thesis as follows:

Why do we insist that some religious fundamentalist movements can only be understood as fascists? It isn’t that the Taliban or Egyptian Jihad aren’t religious groups. They clearly are, in the sense that their ideology and program are couched in an Islamic framework. And they are part of broader Islamic rightist currents that contain people of differing political programs. Just as the German Nazi Party was part of broader nationalistic currents in Germany in the 1920-30s that shared many of the same racialist views. People have tried to shallowly explain away the Nazis by saying that they were only extreme racists. They were that (which they shared with many other Germans) but they also had far-reaching fascist politics beyond that. In the same way, the Hindu far right in India, for example – which contains perhaps the largest fascist movement in the world right now – is not only a religious movement in form but one which has far-reaching fascist politics in essence. There is no natural law saying that men’s religions have to be benign or humane or non-political. And they seldom are.
But what the West calls “Islamic fundamentalism” is not that at all. First off, like its brother “christian fundamentalism” there’s some kind of relationship to religion but there’s nothing fundamental about it. There’s no similar vibe between white racist abortion clinic bombers today and some outcast Jewish carpenter with illegal anti-ruling class ideas in the Middle East 2000 years ago. And the Prophet Mohammad’s youngest wife wasn’t wearing a burka and hiding indoors, she was riding the desert alongside male warriors and disputing doctrine with male preachers as the head of her own religious school.

To summarize the above, J. Sakai makes the statement that Westerners view Islamic ‘extremists’ through a Eurocentric lens and thus label them as fascists. In other words, fascism is a white construction.

Material Presents, Unanswered Questions

They, then are complicit in the genocidal campaign of US imperialism both domestic and abroad. We need to act. The Eurocentric tenets of ‘white radicalism’ need to be obliterated. By the graces of Mao, Touissant l’ouverture, and Zapata before us, we need to overcome this obstacle within the decolonial movement by following this tide of decolonization away from the orthodox and into the adaptable: the variegated world of theory waiting for us to discover it, beginning with stepping through Fanon’s door and onto the welcome mat of J. Sakai, Butch Lee, Bobby London, Frank B. Wilderson, and many other non-Eurocentric thinkers.

We need to start working, organizing, supporting our communities, and ensuring our future as an autonomous, self-determining people apart from a self-reprocuding system of white supremacy.

The 55,000+ followers Anti-Fascist News’ page has is too much to present this racialized violence towards. As the oft-ignored (in younger Leftist spaces) Gramsci puts it: “Common sense is a chaotic aggregate of disparate conceptions, and one can find there anything that one like.” Withoit a well-developed atmosphere that answers as many questions as possible through a systemic method clof consensual analysis by respective parties (ie “staying in one’s lane”), we can make order of the chaos that is a rapidly-growing Leftist movement against a fifth-column fascism in Amerika. We nust not fall victim like German, Italian, and Spanish Marxists had in the past. Following multiple responses to the article in question, and the decision of a popular ‘anti-fascist’ news outlet, multiple people of color were blocked by Anti-Fascist News for voicing their frustrations and concerns. People were gaslit and told which of their histories were valid. Black women were told that they didn’t even read the article, written by a white person invalidating a history all people of color know. And why should they? We experience enough racism on a day to day basis. It must then be a request born of furthering the violence towards those who are non-white. This is an act of racial aggression by none other than a white man.

The Racist Creep

I would like to begin this section by stating that I am not the first to take up issue with Wolfe’s bullying of non-white radicals.

But even if I hadn’t, I’d still take up issue with anyone who benefits frlm the intercolonial and global system of white supremacy that permeates every area of society. As an ideology it reproduces itself on both micro and macro scales, as is evident in this article. Mr. Wolfe is only a single a example of the growing yet finite hubs through which white supremacy is most apparent.

Mr. Wolfe is a white, Jewish citizen of the United States of Amerika, raised in a thoroughly indoctrinating culture that perpetuates consistent harm against Black people across the world. He is working-class. He may not represent the average member white working class, but his work is an example of racism as a systemic violation against human rights, more specifically that of Black and indigenous populations. Though I am sure he does not consciously hate Black people, he does however benefit from a global anti-Black system that dehumanizes every Black person one will ever meet — one that does not simply lose effect just because he is Jewish. Apart from the disregard for Black history he proposes in his article “Don’t bother reading Settlers”, he is an example of what the ruling and upper white class seeks to cement in Amerikan society: that of the disingenuous cheating of the white working class that has lead to the presidency we now all suffer from and therefore makes the white working class somehow capable of being a vanguard tk any movement other than their own: Blacks, Brown people, and indigenous communities alike. And although he may think he has justification to claim that this article may be antisemitic, as he has in the past, he must understand the intersections at play, and must admit that not alk Jews are white, and that even white Jewish men oppress brown Jewish and Black men through colorism and even at a macro-scale, through imperialism in the Middle East by name of Zionist state, Israel.

Yes, the white working class has been cheated by many a New Deal, a curtain over a broken promise of economic and social freedoms made by the upper and ruling white classes in this murderous state. The ruling class has promised the white working class the same safeties and well-beings that every person of color desires, and now that we have had a Black president under which their promise has neither been fulfilled nor restored (as if it had ever had a semblance of permanence), the white working class has sought salvation for “the working man” (who appears white in the mind’s eye of every white citizen of this to-be-forsaken country) in the promises of a crypto-fascist authority that echoes the aspirations of the slaveholding ‘founding fathers’.

Academics like Mr. Wolfe seek solace in the teachings of dead working class white men before him without considering that racism is as tied into the monetary foundations of capitalism in Amerika as colonialism, imperialism, and sexism are, not to mention the internal racism his favorites also harbored which, unsurprisingly, may as well have played out in their theory.

Stolen Land, Stolen Labor

Frank B. Wilderson III, author of Red, White, and Black, makes the point that white people sabotage Black and Native liberation through the co-option of non white theory, such as J. Sakai’s. Once it is appropriated, whites use our theory to envision and materialize theur own liberation. Historically, this has materialized in New Left movements such as inner-colonial anti-imperialist movements lead by non-blacks, yet spearheaded by the vanguard Black Panther Party. Or even earlier, during the 18th century, the image and literal sight of the Slave was entrenched in white spaces enough to inspire a revolt against an “empire”. Although “taxation without representation” is essentially a tyrannical practice of which liberation from is appropriate to every person on Earth, Amerikan Revolutionaries of the time were practicing tyranny on by their own hand as well — in their torture and genocide of Slaves and Native peoples. Thus, it can be said that the Amerikan Revolutionaries were not revolting against tyranny , but were appropriating the liberation that Blacks and Natives fought for.

Time and time again, whites appropriate non-white revolutions and turn it into their own, from Castro and the Haitian Revolution to the New Left and the Black Panther Party.

Time and time again, our theory will not only be appropriated, but used against us. It will consistently lead to another non-white revolutionary vanguard with new tactics, only to be appropriated, while at the same time being labeled as invalid. Mr. Wolfe does the invalidating as the New Left takes a “decolonial turn” once again.

It is our duty to spread awareness, as a heterogeneous working class, of the fact that the white proletariat’s trust in the white upper classes must be disintegrated, that their broken promise must be recognized among their communities, for the consciousness of a united working class: to understand that the selfish promise made was nothing but poison dipped in hope to keep communities of people of color as degenerative as possible to benefit the monetary growth of the monster which this nation was born and built to thrive as. We can not divide ourselves any longer by ignoring the truth of race realism.

Many arguments on how Anti-Fascist News has neglecting the needs of people of color, after having my comments deleted multiple times. Goddess forbid they posted it because they see my featured photo on my pages: the inner title page to Settlers SIGNED BY CECE MCDONALD, the only Leftist I know in Amerika who has killed more Nazis than the recent Antifa movement has. We need to protect our internal non-white colonies, our class bound by insufficient wage, our populations divided by an inert caste system based on race, gender, and ethnicity. Do not let any population of the working class’ history get lost! We don’t deserve it. All we want is a history, the same as white people… Why is that a problem?

Two weeks after I made a post calling out Ross Wolfe on Facebook, posts on my page had been getting reported for two weeks straight, some of those posts dating back months… Two days before I was banned, a Tim Larkin and another person involved in the call-out thread added me. No one was commencing on the Ross Wolfe thread so you really have to wonder why these two people were even having thoughts about me while I had already forgot about the entire incident… Anyway, my account was eventually “disabled”, apparently because I somehow was either soliciting sex, sharing sexually explicit photos, or sharing content that contains sexually explicit language:

Transmisogynoir aside, things have only gotten worse since I have shed light on this particular example I made of racism on the Left; since then, I have not been able to maintain a Facebook account for more than two days. I have tried VPN’s, not posting, not adding friends, using my deadname, etc., and I even tried making a couple of accounts while in Vietnam for a couple of weeks. Each time I made one, Facebook asked either for my ID, or a pictute of myself. The IDs nor the picture ever worked. It’s same to assume I was somehow blacklisted from Facebook, all because people defending Ross Wolfe did not agree with me. Somehow, I had pissed them off enough to deserved a two-week long reporting spree on their behalf. Although I will never be able to use Facebook again due to its facial recognition software, I will continue to writer and publish pieces on decolonial Leftist theory wherever else I can.

As for the working class as a whole, it is our absolute duty to come to our best senses and to understand how we oppress each other so that we are no longer divided under capitalism. To do so, we must not only become anti-fascist, but anti-racist, anti-sexist, anti-ableist, anti-transphobic…

To do this, we must not censor works hailed by the subaltern as masterful pieces of our history, but instead celebrate them if the subaltern says it should be so. J. Sakai’s Settlers is one of these books, cataloguing a history of suffering, pain, and intergenerational suppression still existent today. Most of these tools are lost to us Black, Brown, and indigenous peoples in Amerika…

First, I propose a preventative measure: beware of the Fascist Creep. Beware of the Racist Creep in dual regard, the white supremacist in Red cloth of the October Revolution et al that pretends to have the answer to our salvation as a working class people of many ethnic backgrounds: class-reductionist theory.

The answer is available to you. It has always been a problem, albeit a problem well suppressed by Amerikan mass media and settler’s educational systems. That is why you need to read the Marxist historical piece by J. Sakai. Unlearn all you know by considering the plight and perspectives of subaltern peoples.

The problem is not simply that Wolfe’s publication has critiqued J. Sakai’s piece, but that it attempts at burying it under unwarranted and poorly cited suspicion, and quite literally tells people to not read it. Why is that necessary? These are questions to ask our white allies (or as the original Black Panthers demanded, race traitors) and of their intentions.

if you want to prevent the erasure of Black, Brown, and Asian history from evolving any further —

make sure you share this. Even if you would rather copy and paste.

This isn’t about me. It is about the future of people of color internationally

As this article is not being hailed as a testimony to the imagined illegitimacy of the history of people of color by many white activists, I draw inspiration from Baldwin’s words: the future of America, and life’s potential to be better for all of us (people of color and white people alike) depends on defending our movement.

We need to make an example of this to expose racism that white people inject into “Leftist” movements in North America. Once the racism is dealt with perhaps we can discuss what we expect of one another and unify to reverse settler colonialism. This is the strategy and we need to build a movement off of this.

We need Anti-Racist Action to organize more than ever; in a country so heterogeneous in ethnicity and race, built and sustained on settler colonialism and imperialism, racism is inherently tied into the destruction of capitalism. But saying so is only an untruth. The truth is that all anti-racist movements in Amerika are anti-capitalist.

It is necessary to mention the importance of this event in building our movement against racism and all its tenets (white supremacy, capitalist oppression, imperialism, etc.), Anti-Racist and Decolonial movements that are each individually infinitely more comprehensive that a anti-fascism and the mere application of Marxist thought (all fascists are racists).

Time after time the question of why Amerika hasn’t fallen by the hands of Amerikan revolutionaries is asked without consideration of the racism many people of color experience from Leftists who participate in bad politics, who are too naive and self-righteous to understand their position within the white supremacist system of neocolonialism and imperialism. As our compañeros and comrades overseas beg of us to put a halt on the impairment of socialist and communist governances constantly under threat from capitalist media and their respective intelligences, they need us more than ever to strengthen our working class for proper revolution by coming together and understanding what it means to be an honest, non-racist, and genuinely altruistic human being who seeks to understand comrades of color.

Make an example and don’t let your friends fall victim to racism in white-dominated Leftist spaces.

After that is posted, monetary reparations will be made to the multiple Black and indigenous people who have had to defend their history from the devaluation of a white person for their labor.

I, myself, have turned to reapproaching Gramsci and culture, since Marxism’s insistence on industry-obsessed capitalism and socialism lead to the underdevelopment of cultural theory in places like Germany, which concluded in Marxism’s loss to fascism in Spain and Germany. Again, I hope the Left continues to decolonize their theory and broaden their range in strategy and tactics.
